Priority 1

'Ensure that the objective for 2006/07 (“Make significant progress towards the development and delivery, through innovative means, of local/regional news, politics and general programming”) is achieved by BBC Scotland in 2007/08.'

“Coverage of UK affairs still fails too often to take due account of Scottish perspectives”

Council commended the progress made by BBC Scotland in delivering news, politics and other content by innovative means. Members noted that there had been a wide range of initiatives using new platforms and formats, including more audio and video streaming, enhanced online offerings in sport and news, and imaginative projects such as Radio Pudsey.

Council was especially impressed by the web coverage of the Scottish Elections in May 2007, including efforts to explain clearly the voting systems in use. Progress was also made by the Executive in developing Scottish proposals for the enhanced local news offering which has been submitted for the Trust's consideration in the year ahead.

Going forward

  • The priority has been met. In future, ACS will monitor the delivery of content by innovative means through its consideration of the public purposes.
  • However members noted that with the increasing proliferation of new platforms, universality of access for BBC content risks being eroded in the digital age. The BBC should work to identify the most significant gaps in Scotland, and develop a strategy for addressing them.
