Typhoon Mangkhut has swept through southern Chinese provinces

Typhoon Mangkhut has swept through the southern Chinese provinces of Guangdong and Hainan with winds of over a-hundred-and-sixty kilometres an hour, bringing torrential rain. The Chinese authorities evacuated about two-and-a-half million people from the heavily-populated region.

Rwandan president Paul Kagame has approved the release of more than 2000 prsioners , including opposition leader Victoire Ingabire and musician Kizito Mihigo. However, the prominent opposition figure Diane Rwigara remains in jail.

The leading Democrat member of the US Senate Judiciary Committee says the consideration of Judge Brett Kavanaugh to become a Supreme Court justice should be put on hold until the FBI has a chance to investigate allegations of sexual misconduct against him.
