He has married a younger woman, Winnie, and provided a home over the shop for her, her mother and brother.
Verloc is a member of an anarchist cell, and leader of the Revolutionary Red Committee. He is in the pocket of Chief Inspector Heat and is being secretly paid by the Russian embassy to spy on revolutionary groups.
This he has done half-heartedly for the money, but a new regime at the embassy now requires him to carry out an act of terrorism – which he is forced to do to save himself and his family.

Vladimir instructs Verloc to plant a bomb in the Greenwich Observatory.
