Hillsborough Report: Police Failings Exposed
A report by the Independent Office for Police Conduct found 12 police officers would have faced gross misconduct proceedings for fundamental failures on the day and concerted efforts to blame fans for what happened. The report took 13 years to produce and looked into complaints about police behaviour on the day of the disaster and in the aftermath.
