Manchester Synagogue killings

A man kills two people outside a Manchester Synagogue on Yom Kippur, the holiest day in the Jewish calendar. Two more are injured and police shoot dead the attacker, who police believe is 35-year-old Jihad Al-Shamie, a British citizen of Syrian descent. Could the attacks have been prevented?
