Herts canal path ‘so bad, a boy fell in’
£80,000 provided by a developer to make improvements at Apsley, Hemel Hempstead has yet to be spent. That part of the Grand Union Canal, including the towpaths, is the responsibility of Dacorum Borough Council and the Canal and River Trust. The council says it is waiting for a comprehensive plan of improvement works before releasing the £80,000.
