Lord Wallace: Brexit clause 11 amendments should be done “on an agreed basis”

After the BBC revealed the UK Government would go ahead a propose amendments to clause 11 of the EU Withdrawal bill without an agreement with the Scottish Government, Lord Wallace gave GMS his reaction.
