Help to buy for teachers

David asks why only 2 teachers have used the OCC help to buy scheme in the last 2 years.

Oxfordshire's schools face difficulties getting teachers to come and stay in Oxford because of the price it costs to live here. Oxford City Council offers a help to buy scheme - teachers can get a loan of up to 75 thousand pounds, but in the last 2 years, only 2 people have used it. David finds out why.
