Raqqa: The End Game

With reports coming out of Raqqa in recent weeks pointing towards the collapse of so-called Islamic State and its caliphate, a question mark has been raised about what victory for the coalition forces will look like but also if, given Syria’s continuing international pariah status, reconstruction is possible?
