Will Boris get his way on sovereignty?

Boris Johnson has been in Downing Street on Wednesday for talks with David Cameron on the status of the PM's renegotiation with Europe.

The Mayor of London wants part of the new relationship with Brussels to include an express statement of UK sovereignty.

Martha Kearney spoke to Martin Howe QC, one of four conservative nominations to the Commission which attempted to draw up a a Bill of Rights in the last Parliament.
