Rubbish Collection In Northampton "Is Rubbish" Say Residents

There's been criticism of the way rubbish collection is being run in Northampton. The Borough Council say the two-sack policy is aimed at improving recycling in the town, but the Council Leader tells Stuart that local people not following the rules is the cause of the difficulties.
