WHYS 60: Is democracy working?

As 2012 draws to a close the world's most powerful democracy, USA, and the largest, India, are facing difficulty. In Washington DC, American congress is trying to see off the threat of the fiscal cliff whilst Indian politicians are being urged to do more to combat sexual violence against women. Is democracy acting as a strength or weakness to these respective causes??
