The Health Minister Anne Milton says her department is urging the drinks industry to do more to promote responsible drinking.
She also wants to bring in so-called drunk tanks which are cells where people arrested for drunken behaviour can be placed to sober off.
Britain's unemployment rate has increased to a 16-year high after another rise in the number of people without jobs, It now stands at 8.4 percent, the worst figure since the end of 1995.
