Dangerous Dogs: Is the Ban Working?

Two years ago, the government banned XL Bully dogs, promising it would save lives. Panorama investigates whether that promise has been kept. Attacks are still happening, the police say the law is difficult to enforce, and some animal charities say they are overwhelmed with abandoned dogs. Reporter Sam Poling hears from families who have lost loved ones after XL attacks and from owners struggling to stay on the right side of the law.
