RoI to Stop Cars to Seize Smoky Fuels?

Councils in the Republic could get powers to stop cars and raid houses to crack down on the sale of bituminous coal, non-kiln dried timber and most turf. So what about the border? And why are fewer people coming forward for their flu vaccine this year?
