'Skeleton Bills'

A debate in the House of Lords, tabled by crossbench peer Baroness Cavendish of Little Venice, on the increasing use by the government of 'skeleton bills', where the legislation is introduced with just the policy aim with the intention of adding the details later, from Thursday 6 January.
