The BBC has learned that some health trusts here have been stopped by the Department of Health from carrying out services for early abortions. Abortion laws here changed last week to allow terminations in all circumstances up to 12 weeks. However, the department hasn't yet put services into place at hospitals and clinics. Now the BBC has established that, as of last week, several health trusts had just agreed their own temporary plans until full services are in place - only to then be instructed by the department NOT to proceed.
