Gwalia Deserta: The devolution trap

BBC's Wales' Welsh Affairs Editor Vaughan Roderick delivers this year's lecture dedicated to the late BBC Wales broadcaster, Patrick Hannan.

This year the National Assembly for Wales marks its 20th anniversary. Vaughan Roderick began reporting on politics before the 1979 referendum, when only 12 percent voted in favour of setting up an assembly. Now he looks back at pre-devolution, the establishment of the National Assembly, its current workings, and the challenges ahead.
