We return to York - scene of last winter's floods - as the cross-Government Flood Resilience Review on how to avoid a repeat in England is published. And, for this week's I was there, Peter Allen goes back 15 years to the 9/11 attack on the New York World Trade Center. He speaks to the British filmmaker who survived the collapses of both towers, and to rescuers and reporters - including the New York City Fire Commissioner who attended the scene.
