An "insult" - that's what the teaching unions here have called the latest pay offer from the Department of Education. The Northern Ireland Teachers Council, which represents the five teaching unions, said teachers were offered a 1% pay rise in 2016/17 which they have rejected saying that, in real terms it would actually be a a pay cut.
