Tattoo and piercing parlours in Wales could soon be subject to new controls as the Welsh Government tries to drive up standards and drive out so-called “scratchers”, who operate unregulated from their kitchens.
Ministers hope that their proposed new system of a national register and licences - contained in the Public Health Bill - will reduce the risk of people coming to harm.
But some reputable tattooists fear the plans could have the opposite effect.
There is also concern that without extra funding councils won’t be able to enforce effectively the proposed new system – as Kayley Thomas has been finding out.
