The brother of Clifford Clarke, the 79 year old pensioner mauled to death in Liverpool, has told 5 live Breakfast the only way to stop similar attacks is to make dogs where muzzles in public.
The animal's two owners are now in prison for leaving it starving and without water on one of the hottest days of the year, but Kenny Clarke says longer sentences and microchips won't stop attacks like this from happening - only a muzzle will.
So, should all dogs have to wear muzzles in public?
