Classroom behaviour - is a teacher's responsibility to the disruptive PUPIL - or the rest of the class?

The Children's Commissioner for England, says thousands of pupils are informally, or illegally, excluded from school every year.

She wants head teachers who do it to be prosecuted and for schools to be fined.

But what's a teacher to do when one child is holding back the ENTIRE class?
