Policing board member Basil McCrea says dissident Republicans have 97% capability of the Provisional IRA.

A report out today from the International Centre for the Study of Radicalisation and Political Violence has some stark warnings about militant Irish republicans...it says dissidents are growing in number and will not be negotiated with...and also argues that the security forces have been caught off guard by the recent surge in paramilitary activity.
