Animation with a hare and tortoise who help young children learn about opposites. Opposite Town's traffic is in a jam so a new underground railway is under construction.

Harry can't resist a peak at the building site, despite PC Barry the Bear's warnings. Harry soon finds out that rules are there for a reason - a lesson PC Barry makes sure he learns.

While Toto goes under the ground for a trip on the train, Harry remains over the ground, on his own.
