Can you trust TV quiz shows?

This morning GMTV have become the latest company to say sorry to viewers after irregularities were discovered in its competitions. People were entering a contest they had no chance of winning. ITV had to suspend its through-the-night quiz show ITV Play recently after similar difficulties. Channel 4 and the BBC have also had to apologise for problems with their phone-in quiz shows. Do we need tougher regulation? Or, like gambling, are these competitions just for mugs?
