An independent report found a group set up to stop serious criminals reoffending in Jersey had a successful first year.
It was formed in 2011 to oversee people convicted of sexual, violent or dangerous crimes.
The group includes representatives from the police, probation and prison services.
When it launched 71 criminals were put in the list and four of them have since been convicted of new minor offences.
Mike Cutland, chairman of the Jersey Multi-Agency Public Protection Arrangements, said: "JMAPPA was introduced to protect the public by reducing the offending behaviour of serious offenders. We believe the first year has been incredibly successful.
"Of course, the risk of someone re-offending cannot be completely eliminated but by working together with partner agencies we hope to manage any risk that someone poses."
