The resident of the committee in charge of organising it, Deputy Peter Roffey, says he hopes the final figure for postal voters "will be close to 20%" of the total turnout, to make the referendum legally binding.

If 40% of people turn out and vote, the States has to implement the option for the public to decide.

The decision comes after advice from the International Council for the Exploration of the Seas that suggested fewer bass died from recreational angling than originally thought.

From 1 October 2018, recreational anglers can keep one bass per day. Restrictions on commercial fishing for bass remain in place.

Jersey Environment Minister John Young said monitoring suggested bass numbers in local waters were now in recovery.

Deputy Young is, however, still asking rod and line anglers and spear fishermen to follow a code of practice. , external
