"Individuals have a moral responsibility too. Those that continue to visit pubs and restaurants for meals, must make sure they observe social distancing, " said Deputy Heidi Soulsby, President of the Committee for Health and Social Care.
"We need the community to work with us, for everyone’s sake. I’m hopeful that islanders will do this.
"These measures may seem severe but they are similar to the old-fashioned Sunday licensing rules. We are looking to our past for a solution to this new present.

She said: "I especially want to appeal to students, many of whom have just returned to the Island.
We know this is a strange time for them with a lot of disruption, but it’s incredibly important they respect these new restrictions and observe social distancing. I cannot stress that enough."

"We are in a position where it’s become less clear to what extent coronavirus may be spreading in our community," says the president of the island's emergency committee.

"Licensees must not only respect the new legal restrictions, but also the reasons we are introducing them.

The States of Guernsey has brought in the "temporary measure to mitigate against the spread of coronavirus in the Bailiwick of Guernsey".
From 18:30 nightclubs and bars that do not serve food will have to close.
You will still be able to get an alcoholic drink at pubs and restaurants that serve prepared and plated food - as long as "it is ancillary to the service of food".
These temporary measures will be reviewed in 10 days’ time.
Guernsey has a second positive case of COVID-19 in the Bailiwick.
The patient returned from France and later started displaying symptoms.
Dr Nicola Brink, director of public health, said: "The patient has a clear travel history and went into self-isolation immediately on their return.
"This underlines our consistent messaging to the community regarding self-isolation, seeking advice if you become unwell having returned from travel and practicing social distancing."
She said the patient sought help promptly and is doing well and being supported by staff from health.

Dr Nicola Brink said activities like walking and cycling are good for people.
She said: "If you are healthy and have no symptoms, go out for a walk, but just don't stop and have a half-hour face-to-face conversation with someone."
There will be no spots on Herm for Guernsey boats to moor until 30 April, the island's management has announced.
Boats are free to anchor "at their own" risk, but the island has requested boats do not tie up at the harbour in order to "maintain access for Trident, service vessels and emergency boats".
No boats from outside the Bailiwick will be allowed to land, due to travel restrictions.

The Guernsey Museum at Candie, which opens year round, remains open.
Individual operators have taken the decision in light of the spread of coronavirus.
The first ship scheduled for the 2020 season was cancelled by Guernsey Harbours earlier this month.
Following the closure of borders across Europe operators have been cancelling trips.
All nine due to visit the island in April have been cancelled along with three scheduled for May.

An announcement is due on Friday as the wider situation is being reviewed due to delays in the testing of samples for coronavirus in the UK, which led to the move to close all schools from Monday.
Health and Social Care President Heidi Soulsby says it's no longer possible for the local health authorities to know with certainty if the virus is spreading on the island, so social restrictions may be necessary.
It follows news in Jersey of two cases of coronavirus among islanders who have "no travel history" and so have contracted the virus on-island.
The Torteval Douzaine and Torteval Church are working together to provide volunteers for anyone who may need help running errands at the current time.

One Guernsey man helping others was inspired by his time caring for his mother when she was extremely ill.
Greg Zimmerman said: "Everybody needs a bit of a hand sometimes.
"I'm offering to help with dog walking, I can go and collect people's shopping for them if they need."
Mr Zimmerman said he was willing to be there if people just needed a "bit of a chat" about anything.
