  13. Staff recruitment and retention poses 'serious' risk to merged councilspublished at 16:43 BST 4 May 2018

Two merged councils fear they may not have enough staff to provide services and suspect the existing workforce may not have a sufficient understanding of how precarious finances might be, a risk report has revealed.

The biggest problems facing Babergh and Mid-Suffolk councils are recruiting and retaining staff and "understanding finances" according to a risk report going to cabinet meetings at both councils next week.

Difficulties in staff recruitment and retention are considered "highly probable" and "serious" and could affect the council's income, legal proceedings, staff morale and public confidence. The report said there was "poor progress" on resolving the matter.

Poor understanding of the councils' financial position has been identified as a "probable" risk which would be considered a "disaster" causing possible costs in excess of £250,000. Progress on easing these risks is considered to be on track.

Derek Davis, independent Babergh District Council cabinet member for organisational development, said: "We've already made progress on several issues, including recruiting new staff to ensure we maintain the skills and experience needed to work effectively for our communities."

Glen Horn, Mid Suffolk District Council cabinet member for organisational delivery, said: "We are pushing forward with new proposals and new initiatives to ensure we can continue to deliver the services our communities need, at a standard our residents deserve."
