    A monkey sanctuary near Looe is facing an uncertain future because it has been unable to open even though other attractions have been able to admit visitors.

    The Monkey Sanctuary, run by Looe-based company Wild Futures, said they cannot risk the health of the monkeys and are now making an urgent appeal for financial help.

    Rachel Hevesi, from the sanctuary, said coronavirus was a real threat.

    "Primates are particularly vulnerable to Covid-19 so that means they are in danger of becoming ill or worse.

    "We have to take extra precautions to keep them safe, we have already rescued them from lives of neglect and cruelty and we want to make sure that we give them a good, decent, long life here."

  4. Plans to convert Paignton shopping centre to flatspublished at 16:25 BST 14 August 2020

    Plans have been submitted for a £20m flagship regeneration scheme for the rundown Crossways shopping centre in Paignton town centre.

    The "eyesore" concrete complex including a multi-storey car park is now largely empty and for several years has been the focus for redevelopment plans.

    Torbay Council has submitted plans to replace it with 89 units of sheltered and extra-care housing.

    The proposals are for a five-floor block of 13 sheltered flats and a seven-storey block of 76 extra-care flats, with commercial units at street level.

    Extra care housing is also known as assisted living where residents have self-contained flats but with staff available to provide personal care and support.

    The scheme is now in a phase of formal public consultation, when comments can be made on the plans.

    Torbay Council has been in talks with the owner to buy the site, but is also pursuing a compulsory purchase order if the negotiations fail.

    The public consultation period ends on 2 September.

    A new special educational needs school for 80-100 pupils aged five to 16 is set to be built in Okehampton.

    Devon County Council has put forward plans which would see the new school built on currently vacant plots of land within the Okehampton East Business Park in Higher Stockley Mead.

    The school will cater for children with social, emotional and mental health conditions, and will ensure local demand for places are met by the new provision.

    Putting forward the reasons why the council has submitted the planning application, a statement says Devon’s special schools are currently at or nearing capacity with limited options to expand on existing sites, and many are land-locked and would require significant investment.

    Devon’s existing special schools are not geographically well placed with a relative lack of provision in some areas of the county with potentially high transport time and cost, the statement adds.

    Devon County Council’s own development management committee will determine the fate of the application at a later date.

    Plans have been submitted to convert a currently vacant hostel for rough sleepers into student accommodation.

    The property at Pinhoe Road in Exeter is currently set up as a five-bed house in multiple occupation (HMO) for rough sleepers.

    But a planning application, submitted this week to Exeter City Council, asks to change the use to four-bed HMO for students.

    The site is currently vacant, and internal alterations would be made to the premises to enable the change of use, if the scheme was approved.

    No information is provided with the application in regards the reasons behind why the scheme has been proposed.

    Exeter City Council planners will determine the fate of the application at a later date.

    An elderly man has died in a vehicle on the main street in Perranpoth, police say.

    Officers attended St Piran's Road along with an ambulance crew at about 10:30 "following concern for the welfare of an elderly man found unresponsive in a vehicle".

    The man, in his 80s, died at the scene and his next of kin has been informed.

    The death is not being treated as suspicious.

    Fears over a golf club becoming a ‘late night party venue’ had led to councillors rejecting plans to allow it to stay open until 02:00 every Friday and Saturday.

    Fingle Glen Golf Hotel had asked Teignbridge District Council to vary and extend their existing premises licence but while the council’s licensing sub-committee on Thursday morning allowed the variation to shift the alcohol licence from 10:00 to 07:00 so "champagne breakfasts" could be served, they rejected the extension at the end of the night.

    Councillor Linda Bellshaw, chairman of Tedburn St Mary parish council, urged the three-strong committee to reject the licence application.

    She said: “The concern as a parish is about the noise late at night. Pathfinder Village has historically been a site for older people."

    Torbay Council is seeking an urgent court hearing to evict a group of travellers from Paignton seafront at the peak of the holiday season.

    Residents have turned to social media to complain about the encampment, which by Thursday had more than 20 vehicles and caravans spread across a large section of the grassed area behind the beach.

    The formal process to respond to unauthorised camps on council-owned land can take several days and legal action could also be affected by delays in the court system due to the coronavirus pandemic.

    If the council had a temporary transit site in place, the police would be able to move the group within 24 hours. But with no alternative site, the council has to follow the lengthier process of carrying out health, education and welfare assessments before applying to the court for eviction.

    A 52-year-old man whose body was found in a copse in Exeter has been named as John Coker.

    Mr Coker, from Bradninch, Devon, was found on Paradise Copse in Broadclyst on Wednesday by a dog walker.

    Devon and Cornwall Police said his next of kin had been informed and had asked for privacy.

    A new social media campaign has been launched to boost trade and show the human side of businesses based on Dartmoor.

    #WeAreDartmoor aims to support the 2,500 companies and brands affected by the pandemic this year.

    The campaign, led by the Dartmoor National Park Authority, allows people behind the firms to tell their own stories about what they do and how life is for them.

    Dan Janota, from the authority, said: “Behind every local business there’s a face and a story.

    "We want Dartmoor businesses and customers to join us in celebrating the people behind their local businesses, to tell us why they shop locally and the difference it makes in their community."

    The 75th anniversary of VJ Day on Saturday will be particularly poignant for 100-year-old Jim O'Connor from Saltash, who's the last surviving member of Plymouth's Burma Star Veterans Association.

    VJ Day - or Victory over Japan Day - marked the end of World War Two.

    Mr O'Connor will commemorate the event at special ceremonies in Plymouth, remembering his comrades from the city.

    "We had about 300 members," he said.

    "I have seen some good fellows go. I have been to their funerals and they were a wonderful crowd."

  15. One lane opens on A30 westbound after closurepublished at 14:27 BST 14 August 2020

    The A30 is starting to reopen after it was closed following the death of a man in an incident earlier.

    Police and highways bosses closed the route, which is the main road in and out of Cornwall, at Launceston several hours ago.

    Highways England has since reopened one lane on the westbound carriageway - lane two remains closed.

    Throughout Friday there have been severe traffic problems in the area with alternative routes clogged up with slow moving or stationary traffic.

    Traffic heading out of Cornwall is being diverted off the A30 at Bodmin - putting pressure on all the routes in that area.

    Traffic on the Tamar Bridge is also slow moving - and the A38 around Liskeard is heavily congested.

    Torbay Council is considering investment in a solar farm which would generate enough electricity to supply about 900 homes.

    The plans involve a former landfill site which would be covered with solar panels capable of generating up to three megawatt-hours of power.

    Details of the scheme emerged during a meeting of Torbay Council’s Cabinet, although the location was not identified.

    Councillors heard it would support the council’s climate emergency agenda aiming for Torbay to become carbon neutral by 2030.

    The installation would generate income for the council from the sale of the electricity.

    According to figures from the Solar Trade Association, a three-megawatt set up would provide enough energy for about 900 homes, save 1,290 tonnes of carbon dioxide a year, and need about 15 acres of land.

    Although the site was not identified at the meeting, one possibility is Nightingale Park, a former landfill site on the edge of Torquay near The Willows housing estate and shopping centre.

    The investment for the solar farm would come from the council’s Growth Fund – up to £100m of borrowing for schemes to support economic growth and regeneration in Torbay.

    The cost of borrowing is funded by income from the schemes.

    Air and sea links to the Isles of Scilly over the winter are in doubt and the islands' council has written to the government asking for millions of pounds to keep them running when the tourist season ends.

    The islands have suffered huge losses because of the pandemic.

    Steve Sims, from the council, said they were grateful for the £6m they received earlier in the year but it was not enough and they needed the same amount again.

    "The Department for Transport asked for a business case and that was sent in June," he said.

    "So far we have had no answer and the issue is this is private companies and they just can't turn on a sixpence - they need to know soon what is going on so they can put contingencies in place.

    "We need to know well before September/October what is happening so they can do what they need to do."

    Police said the A30 at Launceston was closed in both directions after a body was found on the eastbound carriageway.

    Devon and Cornwall Police said they were called at 05:20 and the man was confirmed dead at the scene.

    Inquiries are ongoing to find out the circumstances surrounding the death of the man.
