Plymouth City Council is looking at ways to tackle prejudice after concerns about the impact of Brexit and the views of some in so-called "left-behind white communities".
A report shows the city scores below the national average for “community cohesion”. It warns relations could worsen depending on what happens as the UK prepares to leave the European Union at the end of March.
The report to the council reveals Plymouth people were less likely than the UK average to agree that people from different backgrounds get on well together.
That has been used as the city’s measure of “community cohesion” which has been falling since 2012. Only two out 20 areas in the city scored above the national rate in the latest study.

An estimated 11,300 EU nationals were living in Plymouth at December 2016, mostly from the countries where travel restrictions were lifted in 2004 – Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Slovakia and Slovenia.
The report said migrants in Plymouth were “well integrated and do not feel isolated”.
The report will be considered by the city council’s Brexit, infrastructure and legislative change overview and scrutiny panel on 9 January.
People living near Boscawen Park in Truro say they want urgent action to tackle waste and rubbish blighting the banks of the Truro River.
Residents said they believed the river banks were being blighted by rubbish emerging from an old landfill site below the park.
They said broken bottles, cans and plastic bags were all being pushed out from the river bank.
Resident Jacqui Hodge said: "I'm worried about the pollution that's obviously a danger to us and also to the wildlife in this area."
Richard Budge, who manages the park for Truro City Council, said he believed it was not from landfill but just regular litter being deposited after being thrown into the river.

Plans to move Tipton St John Primary School from its current "risk to life" flood plain to a new site in Ottery St Mary have taken a big step forward.
Tipton St John Primary School, which has about 90 pupils, has been in the village for more than 200 years.
But repeated flooding at the site, including when water entered the buildings in 2008 and 2012, has led to the Church of England school's governors to take the decision to relocate the school from its current location.
The school may move to a new site in Ottery St Mary, next to the King’s School, and more than double in size to 210 pupils from Tipton St John and the new developments in Ottery St Mary which cannot be met at the existing schools.
To enable the new school to be built, Devon County Council will need to raise a significant additional capital receipt.
Any final decision over the relocation of the school would be taken by the council’s cabinet and would follow a public consultation.
