  7. Torbay Children's Services merger plan with Plymouth 'a major blow'published at 17:17 BST 14 July 2017

    Martyn Oates
    BBC South West Political Editor

A proposal to partner services to protect most vulnerable children in Torbay with Plymouth is a major blow for Torbay Council's unitary status.

But it follows years of critical reports from inspectors about Torbay's ability to provide safe care.

Back in 2010, the authority was given a rating of "inadequate" for its children's services, prompting an apology from the then director of the service.

Despite some improvements in the intervening years, an Ofsted report published last year again described the care of children who needed protection as "inadequate".

The proposal will be put to Torbay Council in a meeting next week.

    Sophie Malcolm
    BBC News Online

The RSPCA is appealing for information after a cat was badly injured in a gun attack in Cornwall.

A worried cat owner contacted the charity on Friday after discovering her 18-month-old cat, Robertson, collapsed close to her farm in Lostwithiel with serious injuries.

The ginger cat was rushed to vets where he was found to have suffered a broken leg and had lost lots of blood.

An X-ray revealed pellets peppered throughout his body and he is now being treated by staff.

Inspector Lewis Taylor, of the charity, said: "It is impossible to know for sure whether Robertson was shot deliberately or accidentally. But, unfortunately, deliberate gun attacks happen much more regularly than we would like, and it seems likely that was the case here."

  9. Dartmoor parking charges being considered 'because honesty boxes don't work'published at 16:50 BST 14 July 2017

    Gordon Sparks
    BBC Radio Devon

Charges for some parking in certain parts of Dartmoor are being considered because honesty boxes don't work, the National Park Authority says.

The controversial plans are going out to consultation.

    Dartmoor parking box

Park bosses are proposing to start charging in New Bridge, Postbridge, Meldon Reservoir and Hay Tor, saying it would help improve visitor facilities, public access and conservation work.

Critics said it would deter visitors and people were more likely to park unsafely elsewhere.

Andrew Watson, from the park authority, said: "Money from the boxes is averaging at about 15 pence per vehicle, and that's not sustainable."

He added that there were "plenty of car parks scattered across the moor which will remain free".

The consultation runs until 18 August.

    Laurence Reed
    BBC Radio Cornwall

Vets in Cornwall are supporting the RSPCA's calls for tougher regulation on the use of airguns, external.

The charity said it was alarmed over the number of animals being shot. Nationally, four out of 10 vets have seen cats with such injuries.

There was a recent case in Lostwithiel where a cat dragged itself home after being peppered with pellets.

Steve Wyatt, from the Hayle Veterinary Surgery, added that sometimes such injuries were hidden as the pellets fired were so small.

Children's services in Torbay could be joined with Plymouth's after a report found they were underperforming.

The proposal will be debated at a council meeting next week.

  16. Government 'considering tighter controls on chemicals after acid attacks'published at 15:06 BST 14 July 2017

    BBC Radio 5 live

Home Office minister and Cornwall MP Sarah Newton says the government is considering tighter controls on some chemicals in response to acid attacks in East London and elsewhere.

But she also told BBC Radio 5 live Breakfast that regulation would be difficult as "these chemicals are under everyone's kitchen sinks".

She said it was clear acid was being used "as a weapon" and work had been commissioned "to understand the motivation" of people who used it to injure others.

She also said the government was examining sentencing for those who used acid to injure people.

Since 2010, there have been more than 1,800 reports of attacks involving corrosive fluids in London.
