Millions of pounds of council money will be spent buying up homes to rent as social housing.
Nottingham City Council has decided to spend the £5m buying back about 50 former council houses across the city.
It had already used £2.85 million on 30 properties to help alleviate the demand for social housing in Nottingham but now the government has lifted the cap on spending for such projects.
The council believes this is quicker and cheaper than building homes from scratch although it has also built more than 500 houses over the past five years with Nottingham City Homes.
Council leader Jon Collins said: "With an ever-growing waiting list and the increasing problem of homelessness, we're looking at every way possible to increase the number of affordable homes in the city."
Once the homes are back in council possession, there is a 15 year safeguard but after that there is "nothing the council can do" to stop the right to buy if a tenant wishes.

Almost half of unaccompanied asylum-seeking children who have arrived in Leicestershire over the last three years have actually been adults.
The figures were revealed by Leicestershire County Council in response to a freedom of information request.
Image source, Getty ImagesIn 2016/17, 52 unaccompanied asylum seekers arrived in the county claiming to be under 18. Of these 27 were deemed to be adults, seven went missing before their age could be determined and two were reunited with family in this country and their cases were then closed.
The remaining 16 went on to receive support from the county council as looked after children. Of the 16, two were under the age of 16 and the others were 16-17 years old.
There were 27 new arrivals in 2017/18. Of the 27, 12 were deemed to be adults and two went missing before their age was determined. The rest were accommodated by the county council.
The high figure for 2016/17 was due to the arrival of the 20 Vietnamese unaccompanied asylum seeking children arriving in the area on one day.

More than 2,000 people a year die in the East Midlands from lung cancer - now a mobile CT scanner is being used in Nottingham to screen people with a history of smoking.
The machine is being taken out in the Aspley and Strelley areas this month - it's currently in the Asda car park in Broxtowe.

More than 1,200 people have been invited to visit it and have a "Lung Health MOT".
The project is being paid for by the Roy Castle Lung Cancer Foundation, which was set up after the entertainer died from lung cancer in 1994.

One person encouraging those to attend their scan is Bill Simpson who had one when the device was in Bulwell last year and found out he had lung cancer.
He said: "It definitely has saved my life. I had no symptoms as such - apart from a cough and I just thought that was a normal thing.
"I came for the scan and they found lung cancer. Within six weeks it was gone."
