Sir Bill Cash: EU treaty change 'essential' for UK

David Cameron will not be able to deliver fundamental reform of the EU without changing its treaties, a committee of MPs says.

Conservative MP Sir Bill Cash, who chairs the European Scrutiny Select Committee, told the Today programme it is "essential" that there is treaty change to prevent the EU from being dominated by the Eurozone nations.
