Commissioning changes as BBC Wales announces £9m savings target over next five years

BBC Wales has announced a major reorganisation that will bring together commissioning across television, radio and online for the very first time.

BBC Wales’ Director, Rhodri Talfan Davies also told staff that the organisation will need to deliver savings of £9m per annum by 2022 to live within the new ‘cash-flat’ licence fee agreement - a 2% per annum savings target - although new investment is also expected to be confirmed later this year.

The changes in commissioning are expected to see BBC Wales accelerate its development of digital content and reach out to younger audiences. A new Head of Commissioning will also be appointed to focus on television and online commissioning. The new Commissioning team will include the editors of both Radio Wales and Radio Cymru, who will also join the BBC Wales Board for the first time.

Rhodri Talfan Davies says: “The changes are designed to make BBC Wales more creative, more collaborative and more open. Our audiences are changing fast and we must too. I believe these changes wlll simplify the way we work, speed up decision-making and give our commissioners the freedom to place even bigger bets and to explore new ways of serving all our audiences.”

He also announced that BBC Wales’ digital and marketing teams would be brought together for the first time to strengthen the organisation’s focus on innovation, technology and audience insight.

Outlining the savings challenge, Rhodri Talfan Davies said BBC Wales’ relocation to a new home in Central Square in Cardiff city centre in 2019 was expected to deliver significant operational savings which could contribute up to £3m of the overall savings target. He also announced plans for significant management savings, with six senior posts being closed and three new one being created.

He told staff that he hoped to limit savings in content areas to around £3m over the five years, and that any new investment secured was expected to be directed at English language television programming and news services.

Rhodri Talfan Davies says: “In the public sector, our efficiency record is second to none. Across the BBC, our savings in this current Charter period stand at about £1.6bn.

“Our principle, as always, will be to protect our services as far as possible, and minimise the impact on audiences. So, of course, we will push even harder on efficiency.”

Newidiadau i gomisiynu wrth i BBC Cymru gyhoeddi targed o £9m o arbedion dros y pum mlynedd nesaf

Mae BBC Cymru wedi cyhoeddi adrefnu sylweddol fydd yn dod â chomisiynu ar gyfer teledu, radio ac arlein at eu gilydd am tro cyntaf erioed.

Dywedodd Cyfarwyddwr BBC Cymru, Rhodri Talfan Davies wrth staff fod yn rhaid i’r sefydliad wneud arbedion o £9m y flwyddyn erbyn 2022 er mwyn byw o fewn cytundeb ffi’r drwydded – targed o 2% o arbedion y flwyddyn – er bod disgwyl cadarnhad o fuddsoddiad newydd yn ddiweddarach eleni.

Mae disgwyl i’r newidiadau i’r system gomisiynu weld BBC Cymru yn cyflymu datblygiad ei gynnwys digidol ac estyn allan at bobl ifanc. Caiff Pennaeth Comisiynu newydd ei apwyntio hefyd i ganolbwyntio ar gomisiynu ar gyfer teledu ac arlein. Bydd y tîm Comisiynu newydd hefyd yn cynnwys golygyddion Radio Cymru a Radio Wales, fydd yn ymuno â Bwrdd BBC Cymru am y tro cyntaf.

“Mae’r newidiadau wedi eu cynllunio i wneud BBC Cymru yn fwy creadigol ac agored. Mae ein cynulleidfaoedd yn newid yn gyflym ac mae angen i ni wneud hefyd. Rwy’n credu y bydd y newidiadu yma’n symleiddio ein ffyrdd o weithio, ein gallugoi i wneud penderfyniadau’n gynt a rhoi rhyddid i’n comisiynwyr i fentro mwy ac archwilio ffyrdd newydd o wasanaethu’n cynulleidfaoedd,” meddai Rhodri Talfan Davies

Fe gyhoeddodd hefyd y byddai timau digidol a marchnata BBC Cymru yn uno am y tro cyntaf, er mwyn cryfhau’r ffocws ar arloesi, technoleg a mewnwelediad i’r gynulleidfa.

Wrth amlinellu’r sialens ariannol, dywedodd Rhodri Talfan Davies fod disgwyl i ad-leoliad BBC Cymru i’w gartref newydd yn y Sgwar Ganolog yng nghanol dinas Caerdydd yn 2019 gyflwyno arbedion arwyddocaol fyddai’n cyfrannu hyd at £3m o’r targed arbedion. Cyhoeddodd gynlluniau hefyd i greu arbedion rheoli, wrth i chwe swydd uwch reoli gau ac i dri newydd gael ei greu.

Dywedodd wrth staff ei fod yn gobeithio cadw’r arbedion ym maesydd cynnwys i oddeutu £3m dros y pum mlynedd, ac y byddai unrhyw fuddsoddiad newydd a gaiff ei sicrhau yn cael ei sianelu i raglenni Saesneg a gwasanaethau newyddion.

Dywed Rhodri Talfan Davies: “Yn y sector gyhoeddus, mae ein record ar effeithlonrwydd heb ei ail. Ar draws y BBC, mae ein arbedion yn y cyfnod Siarter presennol oddeutu £1.6bn.

“Yr egwyddor, bob tro, fydd i warchod ein gwasanaethau gymaint â phosibl gan leihau’r effaith ar ein cynulleidfaoedd. Felly, fe fyddwn, wrth gwrs yn gwthio’n effeithlonrwydd yn galetach.”
