Despite the recent scandals and "discontent" of the electorate, in the end most voters will vote local, and reelect their incumbent. All the Democrats have to run on is their "I hate Bush" theme; never mind that they have yet to present their plans on how they would fight the war on terror, Iraq, and other issues. The Republicans will continue to control the House, albeit with a reduced majority, followed by a much-needed change in the leadership.
