Description
MSPs have greater individual power than MPs in Westminster. In the first session of the Scottish Parliament, eight private members bills were passed, including one that made it an offence for dog owners not to clean up after their pets. Whether the legislation is effectively enforced is questionable.
Classroom Ideas
This clip could be used to illustrate an example of a Private Member’s Bill in the Scottish Parliament. Students could summarise to their partners what they have understood from the clip. This could lead to further research on other Member’s Bills.
