BBC NI, Wales & Scotland: Expression of Interest for Production of Euro 2024 Football Highlights
BBC NI, Wales and Scotland are seeking an Expression of Interest for the production of men’s football highlights of the European 2024 qualifiers across the 3 Nations. This is likely to result in coverage of c30 matches, c10 per Nation, for the qualifying matches beginning in June 2023.
We are welcoming bids that fulfil the following:
- In-depth understanding of football across the Nations (Scotland, Wales and NI) and access to the most appropriate talent to bring authentic knowledge and insight
- Each programme must qualify for the respective Nation the game is reflecting, under the Ofcom definition, including Substantive Base
- Editorial creativity in relation to the content and analysis that will surround the match. This may differ across Nations and bids should be tailored to reflect this
- A clear strategy for attracting new and underserved audiences to this event, along with thoughts on how to raise the event’s profile beyond the linear TX (e.g. social media)
- Technical approach and robustness of delivery; the number of cameras, method of delivery, etc
- Suppliers must use BBC resources
- Track record in delivering similar sporting events across the Nations
- Consortium bid are welcome but must demonstrate the rationale of how they would work together across the Nations and provide assurance around the resilience of operations
- Clear commitment to deliver authentic diversity
- Proven track record of production meeting Albert Sustainable Production Certification
- Evidence of sound business, health and safety procedures
- A clear understanding of BBC Editorial Guidelines and Live Event Compliance
The BBC have directly purchased the rights for the events, therefore, this programme will be contracted on an all-rights basis for the BBC - it will not be bound by the Code of Practice / Terms of Trade.
Tariff: Licence fee to produce and deliver this content is up to £430k assuming 30 matches (10 per Nation)
If interested, please submit an expression of interest of up to two pages outlining how your company will meet the criteria detailed above by 14th December 2022 and to Eddie Doyle via BBC Pitch.
If expressions of interest are received, a competitive tender will be run.

BBC Three has partnered with BBC Northern Ireland and Northern Ireland Screen again to launch a new creative scheme for one independent production company to produce and deliver a 3 x 30 documentary boxset for BBC Three and BBC Three Northern Ireland.
After great success with previous initiatives that delivered The Fast and the Farmer-ish and Stitch, Please! the trio have partnered again. This time, NI-based suppliers are invited to pitch documentary series ideas that reflect the lives of 16–24-year-olds living on Northern Ireland in a way that is authentic and local, with themes that make the story relevant to young people throughout the UK.
Fiona Campbell, Controller BBC Three, says: “Our latest partnership with BBC Northern Ireland and Northern Ireland Screen reinforces the BBC’s continued commitment to developing the pipeline and providing opportunity for the creative sector in the Nation. Previous collaborations have delivered brilliant results and we can’t wait to see what documentary ideas are in store for us this time round.”
Eddie Doyle, Head of Content Commissioning, BBC Northern Ireland says: “Our partnership with BBC Three and Northern Ireland Screen has already provided amazing opportunities for the Northern Ireland creative sector and brought some great content to audiences around the UK. This latest venture is both a fantastic chance for a local indie to gain real network experience and exposure and for more Northern Ireland stories to be seen around the UK and beyond.”

Our creative sector is bursting with great ideas and this is a fantastic opportunity to get local stories out to a much wider audience. We look forward to seeing some exciting projects come through.”

After the closing date, the BBC Three and BBC NI team will then select up to six companies to enter a period of paid development and project scoping.
