Officials said it was a routine drill, but it was bound to send a signal to Taiwan, whose President, Chen Shui-bian, earlier this month appeared to hint at independence for the island, which China still regards as its territory. ![]() Soldiers fired flares to start the drill, the first inside the city for 14 years (AP photo) ![]() Smoke canisters added realism to the exercise, which simulated an air attack ![]() Soldiers evacuated civilians and sent up balloons of foil cubes designed to confuse enemy radar ![]() Taiwan cancelled its own war games last week, but Shanghai's defence chief said the city needed to improve it protection ![]() Shanghai's Mayor Chen Liangyu said the drill aimed to "strengthen consciousness" of national and civil defence ![]() As workers watched, the drill was ended with a woman announcing: "The fires are out.
