The US has been circulating a draft of its proposed resolution on Iraq at the United Nations.
Nine of the 15 members of the UN Security Council must vote for the resolution - which may yet be revised - for it to pass, and there must be no veto from any of the five permanent council members (China, France, Russia, UK, US).

These are the main points of the draft document:

Iraq and the UN:
"The Security Council decides that Iraq is still, and has been for a number of years, in material breach of its obligations under relevant resolutions."

Weapons declaration:
"The Security Council decides that... Iraq shall provide to the Security Council, prior to the beginning of inspections and not later than 30 days from the adoption of this resolution, an acceptable and currently accurate, full and complete declaration of all aspects of its programs to develop chemical, biological and nuclear weapons, ballistic missiles, and unmanned aerial vehicles."

Threat of force:
"The Security Council decides that false statements or omissions in the declaration submitted by Iraq to the Council and failure by Iraq at any time to comply and co-operate fully in accordance with the provisions laid out in this resolution, shall constitute a further material breach of Iraq's obligations, and that such breach authorises member states to use all necessary means to restore international peace and security in the area."

Inspection teams:
"Any permanent member of the Security Council may request to be represented on any inspection team with the same right and protections."

"[They] shall have the right to the names of all personnel associated with Iraq's chemical, biological, nuclear and ballistic missile programmes and the associated research, development and production facilities."

Access to sites:
"The Security Council decides that Iraq shall provide... immediate, unconditional and unrestricted access to any and all areas, facilities... equipment, records and means of transport which they wish to inspect, as well as immediate, unimpeded, unrestricted and private access to all officials and other persons whom Unmovic (UN monitoring and verification commission) or IAEA (International Atomic Energy Agency) wish to interview."

Access to witnesses:
"The Security Council further decides that Unmovic and IAEA may at their discretion conduct interviews inside or outside Iraq, facilitate the travel of those interviewed and family members outside of Iraq, and that such interviews shall occur without the presence of observers from the Iraqi Government."

Powers of inspectors:
"Teams shall be accompanied at the bases by sufficient UN security forces to protect them... shall have the right to declare for the purposes of this resolution no-fly/no-drive zones, exclusion zones, and/or ground and air transit corridors, which shall be enforced by UN security forces or by members of the Council."
