Residents of eight houses in Ebbw Vale evacuated because of a small landslip on a mountain behind their road have been allowed to return home. 25 residents of Pennant Street were evacuated at the weekend after heavy rain caused a hillside to collapse.
Two families returned home on Monday but others were advised to wait until Wednesday because of the bad weather.
Council officials said they were prepared to evacuate again if they felt it was necessary.
Blaenau Gwent council's emergency planning team asked the householders to leave their homes on Sunday because they feared a slip may happen.
A geologist assessed the area on Monday to see if it was safe for residents to return home.

The alert came after flooding had seen roads closed in south Wales, Powys and Ceredigion, with fire crews trying to divert flood water from a number of properties.
Local residents David and Sylvia Nash returned to their home on Monday.
Mr Nash said more needed to be done to protect the neighbourhood:
"After all these years we've been complaining, and everybody else has been complaining.
"I hope they do something about it, and not just put three foot walls up."
David Saunders, of Blaenau Gwent council, said he was keen to reassure residents that the council was looking at ways to keep the area safe in the future.
"You can see that the scale of this is very difficult to predict and it will take some thought in the way in which we remediate it," he said.
"We will be looking for a long term solution now. This failure has forced that on us."
