Thousands of council tenants in Stirling will be balloted on the transfer of housing to a not-for-profit landlord, it has been announced.

Ministers approved the move, which is expected to take place in the autumn.

A "yes" vote would see more than �70m invested by a local association to improve the standard of homesover the next nine years.

Communities Minister Malcolm Chisholm said community ownership had already transformed thousands of lives.

A total of 5,600 tenants will be asked to vote. Mr Chisholm said: "It is an excellent deal for Stirling because it will deliver better homes, stable rents and more say for tenants.

"The plain fact is that staying with the council will not deliver anything like the same package.

"Council housing debt can only be written off if tenants vote 'yes'."

Stirling Council said the proposed transfer would give residents more say and access to funding for new low-cost homes.

The association, it added, would also be able to offer a better deal on rent levels and investment in housing.

If tenants back the scheme, the homes will be transferred in Spring 2007.
