Housing transfer plans unveiled

The Stirling housing transfer will happen next year if approved
Stirling Council has decided to move forward with plans to transfer its housing to a local association.

The local authority will now seek ministerial approval to ballot its tenants on the issue in the autumn.

The council said the proposed transfer to Housing Stirling would give residents more say and access to funding for new low-cost homes.

The association would also be able to offer a better deal on rent levels and investment in housing, it said.

Legal guarantee

If tenants back the scheme, the homes will be transferred in Spring 2007.

Stirling Council leader Corrie McChord said: "The proposed transfer of the council's houses to Housing Stirling will bring more opportunities to improve communities and build new homes along with certainty on rent and investment in existing homes.

"This package of benefits is a major reason why we urge tenants to vote 'yes' when the time comes."

The move would provide a legal guarantee that rent would be set at no more than the rate of inflation, plus 1%, for five years.

Residents in five areas of Scotland have already voted to transfer landlords from the council to new housing associations.

The most recent was in Argyll and Bute, where almost nine in 10 tenants voted in favour of transfer last year.
