A Wigtownshire tractor driver was among the first people to be hit by tougher penalties for using hand-held mobile phones while at the wheel. The maximum fixed penalty fine has doubled to �60 and three points can be added to offenders' licences.
The 24-year-old from Dunragit was caught by police officers on Tuesday near Kildrochat.
Dumfries and Galloway police said it showed that they intend to enforce the new legislation.
The tractor driver was one of about 10 drivers caught in the region using mobiles on the first day of new powers.
In 2005, 13 deaths and 400 injuries in the UK were blamed on drivers using hand-held mobile phones.
The new penalties are to be combined with a "hard-hitting" television campaign.
A recent survey suggested one million people in the UK were flouting the law at any one time.
