A 20-year strategy for growth and development in Fife has been presented to ministers. The plan covers transport, housing, economic development and job creation in areas of high unemployment.
Dunfermline, Kirkcaldy and St Andrews are identified as key centres but growth in other towns, villages and communities is identified.
A final six-week consultation will take place before ministers consider whether or not to approve the strategy.
The plan outlines hopes to turn Kirkcaldy into the main centre at the heart of Mid Fife, Dunfermline into a "sub-regional centre" and to develop further St Andrews as a world class cultural, leisure and visitor destination.
Transport links and the importance of Rosyth as a European gateway are also stressed.
Fife Council leader Anne McGovern said: "I'm sure Fifers will make their views known directly to ministers on the range of complex issues that the plan addresses.
"I'm also hopeful that those who have not yet had their say will come forward and make their voices heard."
Copies of the structure plan are available at council offices, libraries and local services centres.
