Funding fears over homeless bill

The aims of the bill have won support
MSPs have warned that legislative plans to tackle homelessness have not been properly costed.

A report by a Scottish Parliament committee supports the aims of the Homelessness Bill.

However, it also raises concerns over a number of issues, including funding.

The bill, which is currently before the Scottish Parliament, will give every homeless person the right to a home by 2012.

The social justice committee said that was a laudable aim.

However, members were concerned that the proposals had not been properly costed.

MSPs have called on the Scottish Executive to re-examine its figures.

The committee's report also highlighted a number of other issues which it said need to be addressed before the bill becomes law.

MSPs are concerned about a potential shortage of accommodation and they question giving housing guarantees to people who fail to address their anti-social behaviour.

The committee also warned against creating ghettos of formerly homeless people by putting them in hard-to-let accommodation.

Social justice committee convener Johann Lamont said: "We're doing it in a staged manner, it's going to be monitored.

"But what we're underlining is that unless we address the resource question and the general implications of the bill for other parts of our housing policy it will remain aspirational."

'Electioneering' concern

Homeless charity Shelter accused the committee of MSPs of wanting to be seen to be tough on anti-social behaviour.

The MSPs' stance could lead to some of the homeless being left in "limbo", it claimed.

Spokesman Gavin Corbett said: "Shelter is concerned that some of the recommendations in the report are ambiguous and will undermine the intentions of the Bill.

"We are also disturbed that a homelessness Bill, which should pave the way to housing for everyone, is being twisted to fit a pre-election agenda about being seen to be tough on anti-social behaviour."
