Health Secretary Andy Burnham has outlined the aims of a conference on how to fund care for the elderly in England in the future.
Labour and the Liberal Democrats are joining care providers and charities to discuss options for a national care service.
The Conservatives are refusing to attend the event because they say one idea being considered by ministers amounts to a "death tax".
However Andy Burnham said his aim was to make the care system fairer.
