No bankers' 'ransom' of Treasury

Chancellor Alistair Darling says banks will not hold the Treasury "to ransom" over bonuses, though "sufficient incentives" must be offered to bankers.

Mr Darling told Andrew Marr that the RBS had yet to submit proposals for bonuses to the government and played down a windfall tax on banks.
