MPs' expenses need 'serious change'

MPs must consider "the spirit of what is right" in claiming taxpayer-funded expenses, Commons Speaker Michael Martin has warned.

He promised "serious change" to the system of MPs' allowances in the wake of continuing revelations about what they have claimed.

And he said the police had been asked to investigate the leaking of expense details to the press, because of serious security implications.
